Michael D. Bopp is a partner in the Washington, D.C. office of Gibson, Dunn & Crutcher where he chairs the firm’s Public Policy Practice Group and Congressional Investigations Subgroup. He also currently chairs the ABA’s Committee on Legislative Process and Congressional Investigations. Mr. Bopp has extensive knowledge of the legislative process as well as of the powers and authorities of Congressional committees and has testified as an expert on Congressional investigations before Congress. During more than a decade on Capitol Hill, he served as Staff Director and Chief Counsel of the U.S. Senate Committee on Homeland Security and Governmental Affairs, Legislative Director and General Counsel to Senator Susan Collins of Maine, Chief Counsel to the Subcommittee on Oversight and Investigations of the House Committee on Education and the Workforce, senior investigative counsel to the House Committee on Government Reform and Oversight, and counsel on the Senate Permanent Subcommittee on Investigations.
